Short answer: They solve different halves of the problem, and neither covers a set on its own. Navisworks finds clashes between modelled geometry — objects intersecting, or coming closer than a clearance you set — but only where every discipline has produced a model for it to compare. Bluebeam works on the 2D PDFs you already have, and its Max tier adds a preview-stage AI feature that runs a specific, published list of checks — sheet index hygiene, gridline spacing, door tags and plumbing tags — rather than a general read of the set for contradictions.
This comes up whenever a contractor decides coordination is costing too much and goes looking for software to fix it. The two names that come back are almost always Bluebeam and Navisworks, and the question gets framed as which one to buy.
Bluebeam launched its Max tier in May 2026 with AI review features, so a lot of what you will read about this comparison is either out of date or repeating marketing copy. I have tried to stick to what Bluebeam’s own support documentation says these features check, because that is more specific than the product page and it is where the limits are written down.
I built apartments for about fifteen years before I built software, so my bias is toward what survives contact with a real bid period rather than what demos well.
What each one is actually for
They get compared because they are both expensive things a contractor buys for coordination. They are not substitutes for each other and never were.
Navisworks: geometric clash detection on a federated model
Navisworks takes models from each discipline, combines them into one federated model, and tests them against each other. Its Clash Detective runs hard clashes, where solids actually intersect; clearance clashes, where two objects come closer than a tolerance you set, which is how you check that a pipe has room for its insulation; and duplicate checks. When you have the models, it is the right tool and there is no reason to avoid it.
The constraint is not the kind of clash, it is the premise. All of it requires modelled geometry. Every discipline you care about has to have modelled their work at a level of detail that makes the comparison meaningful. On a job where the mechanical engineer delivered a model but the plumbing came in as 2D backgrounds, Navisworks does not report a conflict between them. It reports nothing at all, because there is nothing to test. Silence from a clash run is not the same as agreement.
Bluebeam: markup and measurement, plus a preview AI tier
Bluebeam Revu works on the documents almost everybody actually has. You mark up, take off quantities, and run overlays that show what moved between two revisions of a sheet. That is what the Basics, Core and Complete tiers are, and for takeoff and revision comparison it earns its seat.
The Max tier adds Smart Review and Smart Overlay, both of which Bluebeam describes as being in preview with Revu 21. The marketing describes Smart Review as scanning documents for design issues, scope gaps and discrepancies. The support documentation is more specific, and lists the checks it actually runs.
Those checks are document health, meaning blank sheets, sheets missing from the index, non-unique sheet numbers and missing referenced sheets; gridline coordination, meaning inconsistent distances between structural and architectural gridlines; door tag validation against the door schedule, including missing schedules; and a plumbing check for tags not in plan.
That is a real and useful list, and it overlaps things I would want checked. It is also a specific list rather than a general read of the set, which is worth knowing before you budget around it.
Where the limits actually are
Most coordination problems I have paid for were not two solids in the same place. They were two documents that disagreed. The equipment schedule calls for a unit the structural framing above it cannot carry. The finish floor elevation on the civil grading plan does not match the elevation the architectural sections dimension from. A detail bubble points at a detail that was deleted three revisions ago.
Navisworks cannot see any of that, because there is no geometry in conflict. Silence from a clash run is not the same as agreement, and on a job where the plumbing came in as 2D backgrounds there is nothing for it to intersect.
Smart Review reaches some of this territory, and Bluebeam deserves credit for publishing where it stops rather than leaving you to find out. The constraints below are all from their own documentation, and they are worth reading before the feature goes into a budget.
- It is in preview. Bluebeam describes both Smart Review and Smart Overlay as preview features on Revu 21, and Smart Review as optimised for US-based vertical commercial construction. Imperial units only; metric is not supported.
- The tag check runs one direction. Bluebeam states it flags schedule tags missing from the plans, and does not identify plan tags missing from the schedule. A door on the plan that never made it into the schedule is the half it does not look at.
- Plan view only. It compares top-view plan drawings and does not compare sections, elevations, or details. Bluebeam also notes results are less consistent for civil drawings and site plans, and that it works best on floor plans.
- Matching is exact and case-sensitive. Schedules need clear tables with ruled borders, small schedules with few tags are less accurate, very short or multi-word tag codes are unreliable, and low-quality scans can both hide issues and create false alerts.
- Smart Overlay stays inside one discipline. The marketing describes detecting changes across disciplines, but the support documentation says Smart Overlay matches sheets by title block number and cannot match different disciplines, such as E1.01 against M1.01. Worth reconciling those two before relying on it.
- The set goes to the cloud. Files are uploaded to Bluebeam’s cloud environment and analysed by a proprietary engine, which is a question worth asking if your owner has confidentiality terms.
How common is this, really
In June 2026 we went back through fourteen real plan sets, 4,968 sheets in total, and catalogued every coordination conflict we could confirm. There were 364 of them, which works out to roughly seven per hundred sheets. Those numbers describe that sample rather than every set ever drawn, but the order of magnitude has matched what I see since.
The rate does not care much how big your job is. A sixty sheet set is still carrying about four things nobody has found yet, in a set that already looks finished. What changes with project size is the cushion: a large job has contingency and float to absorb a surprise, and a small one usually has neither.
- Architectural is the hub. It is the document every other discipline coordinates against, so it turns up in more conflicts than anything else. That is also why an error there propagates instead of staying local.
- Ducts and beams fight; conduit routes around. Mechanical against structural is a heavier interface than electrical against structural, because ductwork and beams compete for the same plenum while conduit is flexible enough to go around.
- The money is in the paperwork before it is in the rework. One RFI costs somewhere around $1,080 just to process, and a job runs roughly ten RFIs per million dollars of construction value. That is before anybody rebuilds anything.
What it costs to own each one
Both are per-seat annual subscriptions, which matters because coordination is not a one-person job. Bluebeam publishes its pricing: as of 2026 it runs from $260 per user per year for Basics through Core and Complete, up to $590 for Max, which is the only tier that includes Smart Review. Navisworks is priced per seat through Autodesk and the figure moves with region and term, so get a current quote rather than trusting a number from a search result.
The thing to weigh is not the sticker, it is the shape. A per-seat annual licence is something you buy for a person, so the check happens on the jobs where that person had hours free. If you review a handful of sets a year, you are paying for a seat either way.
Where a per-project document review fits
The third shape is to treat the review as a service on a set rather than a seat on a desk: classify every sheet by discipline, pull the schedules and callouts, build a cross-reference across the whole set, and flag where two documents contradict each other.

The differences worth checking yourself are scope and tolerance: whether the checks you care about are on the published list, whether your sets are metric or imperial, whether the information you need checked lives on sections and details rather than plans, and how the tool behaves when your consultants tag the same door three slightly different ways.
How to choose
If you want a decision rule rather than a comparison table, the fork is what your consultants actually delivered.
- Every discipline modelled, and you have the files. Run clash detection. Navisworks is the mature answer and there is no reason to avoid it.
- You need takeoff, markup, or to see what changed between revisions. That is Bluebeam, and neither of the other two replaces it.
- You already hold Bluebeam seats and review sets constantly. Price out the Max upgrade. If the seats are sunk and the volume is high, the marginal cost of Smart Review is small.
- You review sets occasionally, or your tagging is inconsistent across consultants. A per-project document review avoids buying a seat for something you use a few times a year, and does not depend on tags matching character for character.
- You are choosing under bid pressure with no time. Start with whichever check runs on the documents you already hold, because the one that requires your consultants to produce something new will not happen before the bid closes.
