The mirror case, and the more expensive one. A specification section describes work in full, with no plan, detail or schedule showing where it goes or how much of it there is. It is easy to price at zero because there is nothing to count.
In Division 01, the bid form, and the addenda
Requirements that are neither drawing nor technical specification: allowances, alternates, unit prices, mandatory attendance requirements, submittal and closeout obligations, and the schedule constraints that decide whether the work is single-shift. These are also where a late addendum does the most damage, because it changes a document that was already read and checked off.

1. The scope matrix — the manual baseline
What it is: a grid of scope items against disciplines and specification sections, filled in as you read, so a blank cell is visible.
Best for: any set, and it is the method every other approach is measured against.
Limitations: it only catches what you thought to put on the axes, and it is the first thing abandoned under bid pressure.
2. Bluebeam Revu — search, overlay and takeoff
What it is: the standard instrument for working a PDF set: search a string across the file, overlay two revisions to see what moved, measure and record.
Best for: answering a specific question fast, and documenting what you found.
Limitations: search finds a string, not an absence. The scope you missed is the scope you did not think to search for, and no search will surface it.
3. Addendum and bulletin reconciliation — the highest-yield manual pass
What it is: a disciplined pass that treats each addendum as a diff against the base set and carries every change onto the affected sheet, specification section and bid line.
Best for: sets with several addenda, because these are text changes against a document you have already read.
Limitations: it is manual bookkeeping, and it is usually done last, when there is least time.
4. General AI assistants — ChatGPT, Claude, Gemini
What it is: a strong reader of one document. Ask what a specification section requires, or to extract every submittal obligation out of Division 01, and the answer is usually good.
Best for: single-document extraction, and drafting the RFI once you know what to ask.
Limitations: a bid set is not one document. Consistency across a hundred sheets and a thousand specification pages is where these come apart, and they answer confidently when they should not. Anything they produce needs a citation you can open and check.

A useful finding names both sides and cites both. Not “check the specifications against the drawings,” but: this specification section requires this work, no sheet in the set shows it, here is the section number and the sentence it comes from.
